I've been getting this error message when I create new listings. It started happening 2 days ago. I haven't changed any settings and my workflow is the same as it has always been. It is happening on both of my accounts. This is my new account. My other account is much bigger. Both accounts are in perfect health. 0 defects, late shipments, service metrics, etc.

I've also noticed if I set ad rate at 3.2% it works the first time. If I keep revising the listing, eventually it'll promote it. If I use the app, it goes through. 

I also noticed, eBay is creating new campaigns for each listing.

Same here happening to me this morning when listing.  Some listings go thru with the promoted % and some don't.  Maybe a technical issue.

Glad I'm not alone. Sometimes during creating a listing the whole Advertising box is missing. 

I did call eBay customer service and she told me there was no bulletins or errors announced. After running through the usually "Clear Cookies, try on mobile, trying adding from your dashboard, etc." she came to the conclusion it was a account specific error issue and it will be escalated to the appropriate team. I had a feeling it wasn't just me. But I was surprised to see there is no other forum topic on these boards about it.

I was having the same issue last night when I was listing.

Same here but more. When I do a sell similar or update a listing I get the error. When I click on revise from the error message the promotion is turn off. When I go to turn it back on I can not select the promotion that it was in and ebay creates a new promotion for the listing. So I have hundreds of new promotions, one for each listing. Sometimes I have to revise a listing several times before it takes and I don't get the error. A couple minute job is turning into hours.

Same. Currently have a bunch of single item campaigns I did not create.

As of typing this comment the problem still happening. Now I can not promote using general complain at all. It just simply does not let me choose it. Sometime it does but when I go back to revise it, its shut off.

Same for me. Ebay overall was acting a bit glitchy last night around 10 PM EST last night when I was trying to get work done. Mainly the promoted listing thing but there were other glitches as well.

Ever since the update where they added the boost button things have gone down hill. Keep getting error messages when trying to promote

Apparently whatever eBay did is going to stay. This issue started for me late last night. I just listed another time right before writing this message and the problem is still there. I wish I knew what was going on so I will know to keep listing or stop. or what the fix is? Very frustrating!

eBay updated promoted listings last week and when doing so something got wrecked.

I started seeing that message yesterday, but the listings actually went live as intended.

Hi,  Same issue here in New Jersey.  Since this morning 8/19.

This is due to an annual increase in system activity experienced during this period, which has caused processing delays.

That's an ongoing complaint of mine, noticed maybe a month or so ago.

I prefer to use one Default campaign for all my promoted listings. 

Yet, despite the name "Default," eBay creates campaigns for my new listings, which means I have to go in and fix what they did.
