"Email address cannot be used for PayPal payments at this time"

I'm trying to relist some items and getting the message "Email address cannot be used for PayPal payments at this time." Nothing has changed with my Paypal account or anything like that. I'm assuming it's a glitch. Anyone else getting this error? I get it in bulk relisting and individual relisting.

Maybe it's because you are in Sri Lanka and you list your item location as "Kadawatha, United States"  and that caused a red flag? It's disingenuous.

I also find it amazing that you say you have copyrights and resale authorization of major authors books! How do you do that?

Been getting the same thing sunset 8-20-2019, still not fixed 9-9-2019 can’t sell anything, and PayPal is 100% I even had a 3 way call with eBay and PayPal costumer service, and eBay is doing nothing about it ,it’s been 30 Days........30Days , unbelievable!!!
