Is this a widespread issue? I can't remember my password if I have to change it constantly. It's been going on for about a week.

Why did you have to change your password? If you're the one that logged in there's no need to change your password.
I get the "a new device is using your account" any time I log in using a private browsing window, or log in after cookies were cleared.
Using a VPN can also trigger that alert, or using a different browser.

Ebay made me change the password. I'll get locked out of my account until it's changed. Not using a VPN, just the same laptop I've been using for years with the same browser (Chrome).
The emails say the login was on Chrome from my area so I don't think it's anyone else.

Do you really change your password whenever you get that notification? I get it every time I log out then log back in. It doesn't matter if it's the same device I always use.
You do realize it's you logging in that causes the notification of "a new device is using your account".

Well yeah I realize it's me, but I don't know why I'm suddenly getting these messages and having to change passwords on my old laptop. I never got these messages in the past unless I was logging in on a new device. I've been using this one for over 8 years.

I get that message when I use a different device, different browser, clear cookies, clear browsing history or a bad Internet connection and it gets rerouted.
Never had to change my password.

By message, are you referring to what it says in the email?
"If this was you, there’s nothing you need to do. If it wasn’t, please change your password right away."
That message is pretty clear: you do not need to change your password if you know the person that logged in was you.

I said in my second post I had no choice since ebay locked me out of my account until I changed the password.
I guess I'll have to contact someone in customer support if it continues.

OK you didn't say you received "change your password to reactivate your account" emails so it wasn't clear exactly what was happening when the previous reference was the "a new device is using your account" emails.
You confirmed you're not using a VPN and you're using the same laptop and browser and haven't moved, right?
I wonder @eburtonlab , do you think it could be a network issue?
For now I'd consider using the option to stay logged in if it's your own personal computer, to avoid triggering that until you can get more advice. eburtonlab is good with this stuff and will either have some great troubleshooting tips or will direct you to CS.

do you think it could be a network issue?
Such issues can be triggered by using a VPN or a hotspot, or certain kinds of privacy software. If the OP has changed something about the network connection recently, that may have contributed.
A "new device" message can be triggered by using a new IP-address or a browser with no cookies from a previous sign-in, but if eBay actually locks the account, and requires a new password, that would normally take something more significant than those things.
If the OP has not changed anything or signed in using a new network, perhaps eBay has noticed something someone else was doing, such as a simultaneous sign-in (or a series of sign-in attempts) from another country.
