not allowed to list eBay items. An error message is coming

Dear sir ,
"Your request couldn't be processed because of a technical issue. Please try again." coming this error message. I'm listing items in several categories , but unfortunately I can't complete any listing on ebay .
So, can you please help me resolve this issue? as soon as possible. also this error message screenshot attached with this .

You can't use Pay Pal to receive payments.

Since you have no way to be paid, you can't sell here.
