not able to print purchased label on eBay

I tried to print my shipping labels this morning and was only successful with the first one.  The 2nd one allowed me to purchase it, but then I got a message that I had to verify myself.  The verification box thing never loaded.  So, it said to click on a link provided if unable to verify.  The link sent me to an site with a notice that the site was not functioning or no such site.  

What do you think is happening?  I tried to reprint a while later - same thing.

Any difference if you try using a different browser to purchase the label, or a private or incognito browser window?

Or possibly a different device?
