When that happened to me a long while back it was a browser related issue - the older browser version I was using (Firefox 3.6.24) couldn't handle some of the changed eBay and PayPal made, and that exact same problem occurred.

If it isn't the case that you are using an older browser, it's possible that you are using the newest version of a browser that recently updated and became incompatible. In that case, try another browser or older version of the one you are currently using.

I am using chrome.. not working. Now I tried Mozilla Quantum.. not working as well. 😞
I tried as well the incognito modes. it's all the same.

Try an older pre-quantum version of Firefox and see:

If still not, try Firefox 31 which works fine for me (I just tested it using Firefox 31.0)

Something else to try is to temporarily disable Norton, or Defender, or whatever and see what happens. Antivirus/malware suites are known for blocking things they shouldn't, and there was a recent mention of a similar? failure due to Defender? IIRC

I tried different browsers, uninstalled antiviruses, disabled firewalls, different browser versions, cleared cache, deleted history, even reinstalled browsers few times on mine PC. I tried all this on different computers, all the same results. Also, I tried my friend's accounts on these computers, still not working.

However, when I opened a new account, all seems to be fine, until I try to pay. Then the payment options disappear.
Next, I installed android eBay app. Everything is working.

Problems eBay?
