ebay acts like they are helping with security when in fact they keep sending me the same message over and over and over " a new device is using your account" this was a new device over two years ago and is the only one I use! how do i get them to stop sending me this message!

Stop changing your IP-address or erasing your browser cookies. Those are what eBay uses to determine that you have signed in using that device or browser before.

Are you using a VPN? I use one and get that message often. No big deal. I just delete it along with the other Emails I've read and am through with every morning.
