I've run into a few bugs adding random specific items here and there into my existing sales within the new clunky Promotion Manager and the item just gets stuck, doesn't get marked down and left as is. The PM may indicate the item is 'On Sale'; however, it is really not.
This may cause me to lose business if I assume an item is on sale, but it is really not and do not realize.
The best management practice workaround is to get back on the horse after you fall off. You could consume your valuable time reporting it to Ebay Technical Support but don't hold your breath while you wait for their time to resolve (AKA TTR) - they really don't have any good ownership or follow-up practices in regards to their BUG escalation cases, either.
I have found a fix with the listing in question to change the price to force the item out of the sale, readjust, and then manually add to the sale again. If that doesn't work, I have been just adding it to another sale after forcing it out of the old sale it was stuck in. You could probably additionally remove it from the new sale at that point and try readding it back to the original sale you wanted it in. It seems toggling the item price resets it in the system by removing it from the sale to clear out the bug encountered that causes it to get stuck so you can start fresh again.
Of course you will need to have the option selected to allow you to change the price of an item while it is in an active sale.
