listings not eligible for offers

I have a few listings that when I go to make an offer to a potential buyer I get a message that says "Listings not eligible for offers". I've checked the offer settings on the listings and I have even done sell similar and relisted them, but I'm still getting the same message.

Perhaps none of the watchers are eligible to receive offers because they have opted out.

Offers overall are having major glitches the last few days. When I go 10 hours without any offer and I have 50,000 items listed I know something is wrong. Been getting offers erroring out just trying to accept buyers offers.
