You can follow the delivery date and if the item is not in your hands by that date, you can go to your purchase history, and follow the options to file an INR (Item Not Received) complaint.
(that option will not be viewable until AFTER the delivery date has passed)
The seller will be obligated to upload tracking information to ebay to satisfy the inquiry. If the seller does not, ebay will refund your purchase price via the MBG (Money Back Guarantee)
although unusual, sometimes tracking is uploaded, but does not update timely....
