ebay is not letting me counteroffer and is declining offers without my input

I recently had two offers come in and when I tried to counteroffer the site was not letting me submit them. Then I realized that ebay had declined both offers without any input from me.  On another item (within the same week) I was able to make a counteroffer, it was accepted, and I sent the item. To my surprise the next day ebay sent me a notice that their offer was not responded to within 24 hours so it expired. What gives? It was accepted, paid for and sent, but somehow ebay did not acknowledge this.

First offers expire in 4 days or 96 hours.

Second if look at your offer settings for the listing, it sounds like you set offers to auto accept or decline. As for the order that was paid and shipped, sounds like an error.

An auto-accept never appeared. I could not even accept or decline the offer. Nothing happened when I tried to counter. Then it just showed declined. Clearly a glitch in the system.
