Did you mean:

eBay sends emails to relist every expired Second Chance Offer. Bad links.

Every time one of the Second Chance Offers I send expires, eBay sends me an  email to Relist it.

Email inculdes the underbid price.

Clicking the "Relist Now" takes you to a very long URL at eBay but the page never loads.

If it happend just once, I'd ignore it.

But it happens every time.

Totally bad programming.

Yes, absolutely it's bad programming.  It is not possible to relist a SCO listing, no matter where you attempt it.  The item can only  be relisted from the original auction listing.  So the bad programming isn't the relist link that appears in the email:  It's the programming that causes that "Relist" email to be sent to you in the first place.
