Are you able to send and receive messages using a browser? If so, that would indicate the problem lies with your eBay app. If not, there may be another sort of problem related to your account or network, possibly.
App problems can sometimes be caused by using an old version of the eBay app. You should verify that you are using the latest version of the eBay app (5.41.1.0), and if not try getting the latest version from the Google Play Store.
Some app problems can be solved by reinstalling the eBay app -- try uninstalling the eBay app, restarting your device, and then installing the latest version.
If you are having problems getting the latest version of the eBay app, make sure you have the latest version of Google Play Services and Google Play Store:
