eBay blocking buyers from making more than one offer

Potential buyers have emailed me saying that that are blocked after making one offer on an item.

I have my listings setup to sell only one item at a time(it's too great a risk shipping multiple high-value items in the same box).

Is it possible that this setting is affecting the number of time a buyer can make an offer?

If so, anyone know how fit it, so that I can keep my 'sell one item at a time', but allow multiple offers?

It is certainly possible that that setting could prevent a buyer from making an offer if there is already a pending bid, offer or a recent purchase by that same buyer.

If an outstanding offer is holding up that buyer, you could decline the outstanding offer. Then the buyer could make another offer.

You could add the buyer to your exempt list, but then that buyer would be able to purchase more than one item at a time from you.

You could adjust your restriction so that it only applies to buyers below a certain feedback number (I believe you can choose to only block buyers with a feedback score of five or less from making multiple purchases in ten days).

'You could add the buyer to your exempt list, but then that buyer would be able to purchase more than one item at a time from you.'....yes, but then I'm back to where I was...someone can 'buy $1,000's worth of items-which they want all shipped at once-I won't do that due to the risk involved.

This is helpful to know. I have had a. Buyer who only made one offer and didn't make or accept my counter offer. Now they are blocked by eBay from making any more offers.
