Has anyone found out how/why eBay has disabled PayPal payment option 04/20/2022 ?

Buyers can still pay using Pay Pal, but some have reported having problems paying.

That article is from 2020 and it involves eBay getting sellers signed up for Managed Payments. Nothing to do with payment methods that buyers can use to make purchases or last night's brief outage.

I'm late to this but I'd like to know why PayPal is an allowed payment method on eBay BUT you cannot use the cash you have in PayPal to actually pay on eBay? If PayPal is allowed as a payment method on eBay, then all PayPal payments should be accepted. 

I'd love to hear from an eBayer as to why this is screwed up like chocolate cheese.
