eBay Promotional Shipping Rate

For several years I've had a max shipping cost per single combined shipping order of $8.49 which at times costs me $15 to $20 extra to ship if it's a large order.  However, the $8.49 cap prevents buyers from being over-charged with Calculated Shipping.  The past 3 weeks eBay has not applied my Promotional Shipping Rule and, instead, charged from $10+ to $16+ shipping on orders, so I have to keep processing refunds.

 

I've contacted eBay (requested call back) 3 times and been assured this problem would be fixed, however, it has NOT been fixed and I'm having to process refunds again tonight.

 

Please help if you have any advice!  The problem started when eBay software switched my Seller account to include "business practices" when listing or revising listings.  I don't understand a lot of the changes and I'm very confused now, even though I've been an eBay Seller with a Premium Store for 18 years.

 

If this is happening to you or you have any suggestions or advice on how to fix the issue please let me know.  I'm very frustrated and tired of calling eBay and getting no results and tired of the extra time it's taking to refund buyers.

Hey @vicky4780. Let's start with your Shipping Preferences. On that page, do your have a flat shipping rule set up?

 

Second, let's look at your Business Policies. When a seller is opted in, the policies are kind of a mess so you need to spend an hour or two cleaning them up. Once you have them cleaned up it should streamline your process going forward. When you review those policies, do you have the box checked off to "apply my calculated shipping rule" under the "combined shipping discounts" section?

Thank you wastingtime101................yes, I have the promotional rule set up on my Shipping Preferences......I have checked it a dozen times.  Right now I am trying to figure out the Business Policies - it's a confusing mess.   There must be 50 different shipping options even though I listed every item (fabric) the same......calculated shipping First Class Mail or optional Priority Mail flat rate envelope and always checked the boxes for "apply my calculated shipping rule" and checked the box for "apply my promotional shipping rule".    Yet Business Policies is showing dozens and dozens of other shipping options and I don't understand most of them.  

I'll keep trying...........!!!
