Today I wanted to get in touch with eBay Customer Support. Their level of support may vary but I've always counted on being able to reach an agent and talk with them in real-time on issues that their help pages do not cover.
However, the chat page only directed me to a link to e-mail them, in a first for me. Now this evening, clicking on Help & Contact on the top of the bar redirects me to an error page claiming nothing could be found there. Eerie.
I've checked my messages and no conspicuous violations or issues have come up that I am aware of. I can't ascertain as to what the issue may be, although recent events may be an explanation.

I think the best time to contact them is m-f 9-5. Contact them through Twitter>askebay or Facebook eBay for Business.
