eBay Glitch in which the buyer's address is reverting back to old address

I shipped an item to the address provided by eBay. The buyer stated he did not receive the item though USPS tracking said it was delivered. The buyer and I opened up a case, and I chatted with eBay about the issue.
eBay confirmed that there is a confirmed glitch in which the buyer's address is reverting back to their old address.
I was told to wait until today to contact eBay for a refund to the buyer to be processed and also for them to refund the order amount to me.
I jumped ahead and issued the buyer a refund today.
Now I am not able to contact eBay through chat to speak to an agent to issue me a refund. The chat assistant says the case is closed.
Any suggestions on how to reach eBay?

There was an issue with the iOS app where it was reverting to old addresses.
Unfortunately, you voluntarily refunded. As a result, eBay probably won't credit you despite the system error. You can try to send a DM to one of eBay's social CS teams: ebayforbusiness on facebook, ebayforsellers on insta, askebay on X
