The US Postal Service has returned at least 3 eBay Standard Envelopes to me stamped INSUFFICIENT POSTAGE. The envelopes comply with the eBay restrictions concerning objects mailed (coins), size and weight, so I am at odds trying to understand this. The local Postmaster claims he has no information concerning the eBay-USPS agreement concerning this kind of shipment. Any ideas?

You need to ensure that your envelopes comply with the USPS restrictions concerning the objects mailed. They're the carrier - they get to set the restrictions. Not eBay.
The "eBay Standard Envelope" is nothing more than a glorified (by eBay, anyway) first class letter.

I did notice on the Ebay information page about the new envelope that it is only for 1, 2, or 3 ounces. Could your envelopes have been over 3 ounces? I know you said they complied with all the restrictions, but I thought I'd double check anyway since normal first class can go up to a pound and so it might be easy to overlook that detail. Also, you might try posting this question in the Shipping forum for more ideas.

The first time I used the ESE, it wasnt scanned. Luckily I had an honest buyer and it arrived. Since then, if I have to send one ( I only do it by request because I dont trust the whole thing and I really feel better using padded envelopes to get my items there safely) I write on the envelope "PLEASE SCAN THIS". It worked the last time, envelope was scanned all the way to delivery.
As for your local USPS.... might could print out ebays policy and take it down personally to the office and let them know it IS legit and to let carriers know they need to scan them.
