There does seem to be a spike in eBay user reports on downdetector:

But ebay.com is reachable for me. Possibly there are some larger network issues, as many sites seem to be having similar problems:

We were alerted to this outage this morning, and the team  here jumped right on fixing it. It appears things are back up and working again. Thanks for letting us know and reporting on the issue!
