You have to call Ebay to do the refund. They open a bogus case, your buyer gets angry and you get a ding in your seller performance. I have been trying to get this cleared up for 2 months. I am "below standard" now. 100% due to this glitch. I have told three times that "Appeals" would call me this absolute all consuming nightmare

If I go to my order page on the seller hub and find the order you want to send a refund to, look on the left and you'll see under the shipped date and arrow. The drop down menu gives you that option to refund, among other options.

nope, when you have a return in process that option disappears. I had tried that a month ago

So you had a return started. If you started a refund you found the area where you refund. It appears to be a different issue that you are experiencing.
