My mother's phone who has never had an account receives 5 calls minimal each morning
from ebay vendors. Central Valley CA vendors continue to harrass her.

What are the phone calls about?
Is it the same people that call?

IF she did have an account and bought something from a vender selling on eBay, that would be the only way those sellers might have her phone number. She is getting robo calls that pretend to be from eBay sellers. There wouldn't be anything we or eBay can do about that. Would suggest getting caller ID or blocking those numbers if she can.
More drastic way to handle it; Mom was getting robo calls every morning, not from eBay but similar situation. They (Mom and Dad) had the same phone number on the land line from about 1959, she canceled that number and now using a different number and a cell phone. She is 91 so a big change for her.

Ebay vendors/sellers wouldn't be call her 5 times if at all. Those are just scam calls. Block the number(s) call her.

The only way an eBay "vender" seller can call is if there was transactions between your mother and the sellers. If there was never a transaction those calls are not from eBay sellers it is more than likely spam from a scammer. eBay sellers won't make cold calls.
Either have your mother block the numbers or do it for her.
