I get this same Message every time I click on something in my ebay. Such as when I click on revise this message come up. Said reload. If I click on manage my store. Has ebay has a network change. My network provider has not.
I believe that's a Chrome error, I've had it with other sites in the past. It can also happen if you're running a VPN. Try searching Google for Chrome + ERR_NETWORK_CHANGED. It seems to be common with Win 10. Try youtube for fixes as well.
