Why are banned sellers allowed to return under a new ID? We REALLY want to know!

It takes an awful lot for eBay to ban a seller, but when they do, they immediately allow the same seller back on the platform under a new account.  Why?  I really want to know.

I am very aware of this because I had problems with a seller slandering me and my company on eBay, pulling all sorts of dirty tricks, and eBay removed inappropriate feedback (more than once) AND their listings which contained slanderous comments and finally, after that seller left racist remarks for yet another eBayer in feedback, eBay finally pulled the plug on that seller account.  Within 2 days, that seller returned WITH ANOTHER EBAY STORE and is being allowed to continue to sell on this platform.

Why?  Why, eBay?  We Really Want To Know!

You would think that eBay would have checks in place that could catch such things. Not difficult at all - If a seller is banned from the platform, their name, phone number, address, and PayPal account ID should all be in a database so that whenever a new eBay account is requested, it is checked against that database to make sure its not someone/some company that has been banned before is allowed to come back as a seller under a different ID.

Every eBay ID account should have a flag set - either its a buyer-only account or a buyer/seller account. (My accountant directed me to separate my business and personal activities on eBay, so I have an account for my business and another one for me personally.)  So, if John Doe selling under JDIndustries is banned from eBay, John Doe can apply for a buyer-only account and NOT return as JDwestcoast.

I have posted this prior and no-one on the eBay payroll has responded.

Since I was in the process of editing the above post, eBay cancelled my edit because "time was up".  Just another asinine policy.

My edit was going to say:  As long as eBay continues to allow banned sellers to immediately acquire a new ID and return to sell, especially with an "eBay store" (which adds even more legitimacy), eBay is an enabler of such conduct

If you don't want to ban a seller for life because, let's face it, you make your money off the sellers, not the buyers, then at least have a 1-year ban.  Again, if their conduct was so bad as to justify banning them in the first place, then they shouldn't be allowed back on as a seller immediately.
