Just saw this occurring today (since was not on yesterday).
I do a search and get the results. Once I begin scrolling down the results; I get a new "area" that has in it:
the eBay logo (a link to home), the search field with what I am searching for plus the ability to start a new search, the My eBay link, and the shopping cart link.
This new area covers up the top part of the results. It is about 3/4 inches wide (deep?) and covers the full width of the page and so covers much of the results.
It is very irritating and a real bother as I wish to view my results and not a bunch of links.
Is there any way to stop this and go back to the old way?

If you are using a desktop browser you should be able to block the feature using a custom ad blocker rule. The following rule seems to work for me in Ad Block:
www.ebay.com##DIV[class="m-items-header sticky-header"]
If you want to try to block that header using the point and click element hider of your ad blocker, be sure to scroll down the page to make the sticky header appear, otherwise you may block your standard search bar as well.
