Back in the Spring I created a Return Policy called "30 returns, seller pays, no international" to offer free returns. When I create a listing this is the Return Policy I choose and it is set as my Default policy. There is also a Return Policy called "free 30 days money back 52b9a5a49465000" that I am not sure when was created but seems similar if not the same. When I create a new listing though, "free 30 days" is the policy listed so I have to go in and changing it when listing.
On August 3 I listed a few items. It showed 850+ items in "30 returns, seller pays". I made a change in business policies to my shipping policies to add promotional discount. While listing another item, I noticed all 850+ are now in "free 30 days". On August 4 I moved all items back to "30 returns, seller pays". Ebay will not let me delete "free 30 days".
On August 15 noticed 23 of my newest items (listed via scheduling tool over the weekend) were under "free 30 days" even though drafted as "30 returns, seller pays". Moved all but one back to "30 returns, seller pays" (it had an offer out on it). On August 18 made a change to shipping policy "Over 1#" whit has 80 items using it. Now "free 30 days" has the one from Aug 15 plus all 80 items that use "Over 1#" shipping policy.
I have not moved them items back to the Return Policy I want so that maybe you can look at them and figure out why this happening.

That is one of the many issues with my account, it has almost all of my 52,000 switched to another Return business policy. I changed them all back once and it changed them to another new one it created on its own.

What I have found is this happens because of a conflict with eIS (eBay International Shipping). Some countries require returns if you ship there, so if your return policy is set up with no international returns, changing it to 30 day buyer pays for international returns will avoid that duplicate policy from continuously generating.
Try that and see if it helps @lutrwor-0 @urban_picker . eBay handles returns on eIS so unless you opt out of the program making this change won't really affect you.

I do not have ebay international shipping on being I ship internationally myself.
