You should be verified as well. So this would be the standard reply to your issue...

Basic troubleshooting steps like signing out, clearing browser history and signing back in are first steps to resolve these issues.

Then contact PayPal to check your account there.

If PayPal confirms no issues with payment on the member's end, eBay's Customer Service team can look deeper into the issue. eBay Customer Service will be able to give you a definite answer when you experience these issues.

Note: Some members have reported that they have cleared these errors by deleting their saved payment info, ie Credit Card info.

i've had this same problem for over a month, and no, ebay was not able to give me a definitive answer other than they do not know what is causing this.

i spoke to 6 people at ebay today

i spoke with several at paypal

i am unable to make any purchases via conventional means, browser/os/device cookie cutter workarounds and other "fixes" do not work.

more than a month ago they were looking into it, and after 2 hours and 6 specialists, i am at the same place i was..it is beyond infuriating

i have coupon codes i cannot use, i have tried the various community fixes that are simply not addressing the problem.

 

is there a solution to this that actually works?

other than some backyard mechanic level, checking out as a guest, going to an ebay site outside my country of origin.

I will be amazed, shocked and thrilled if someone here can help me or anyone else with this problem in a logical, conventional way.

This was starting to happen to me months ago but not too often. Today was the worst! I called their Tech Dept so hopefully they will look into it. Very frustrating and I will have to shop elsewhere because I placed alot of items in that cart and cannot remember them all without being able to view it.
