I have the same problem without any solutions from Ebay.

This has been happening to me for months. On mobile app, chrome, IE, messenger pigeon IT DOES NOT MATTER. The cart app simply will not load 99.9% of the time. You click/tap on cart then you get the above error. That's it. There are countless threads about this if anyone could be bothered to do a simple google search. This has been going on for years. Ebay can't be bothered to resolve this apparently.

Anything special about your computer, account, network or location that might be relevant? Using an odd antivirus suite or VPN or firewall or special operating system?

Generic advice which you may or may not have already tried:
Try another browser to rule out browser-related issues. [sounds like you have tried that]
If possible, try another computer to rule out computer-related issues.
Try another account to rule out account-related issues. Create a new one if necessary.
Try another network to rule out network-related issues (possibly by using your phone when not connected your home network wifi). If the problem only happens on your home network, try rebooting various network equipment. If possible, see if you can get a new IP address assigned.
For non-listing situations, try using ebay.ca instead of ebay.com as a test.

If you do discover where the problem lies, there may be things you can do to correct the issue or work around it.
If none of that helps, the problem is likely on eBay's end of things. Check the discussion boards to see if others are encountering the same issue, or if there are any workarounds. Try again later to see if the issue has been corrected. Contact eBay directly to let them know and see what they say.
Others may have had issues with their carts in the past, but you do not know if they were having the same issue, or how many users are having no issues at all.

a cart with 100 items will probably be the issue. Others have posted the carts may have a limitation of 10 items and only up to 10 sellers at a time. Also depending on sellers site preferences as to how long a buyer has till they pay, since you have had items sitting there for some time this could also be a issue.
You should add the items back to your watch list. Then slowly rebuild your cart so the items are recently placed in that cart. Then when you reach 10 items or 10 sellers make a payment. the more complicated you make your checkout the more likely you will have a problem.

I agree with 3eyedfishcatcher -- a cart that full will cause all sorts of problems.
I think there is a hard limit of 100 items in the cart, and also that "Saved for later" list. A while back there was an issue where the limit for both combined was somehow lowered to 100 items total; folks with full lists could not add anything to their carts, and vice versa.
The limit to check out may be much lower than that, though.
If you can ever get back into your cart, start by deleting any items you can. You may be able to open some items in a new tab, and add them to one of your custom lists, and then delete from the cart. I would avoid using the "saved for later" list, if possible. You may want to trim that down as well, especially old items that are no longer available, to free up space if you need to move cart items there at some point.
If I can find a link to the "saved for later" list that does not involve going through the cart, I will post it.
If you call in to eBay, the customer service reps may have a method of emptying out your cart, but I would try to bookmark or add to list as many items as possible first before going that route.

No luck finding a link that goes to the "saved for later" list without using the cart.
I found a couple of alternate links for the cart, but I think they all wind up at the same place using the same basic route, so they will all likely have the same problems. Just in case, here they all are:

and before if(for example) save 101 items i have message that limit is 100. and i agree with this

because of this not possible also delete item.

and after 30 or more clicking i see my cart but items not removed!!!!!!!
with this stupid work of cart need it spent minimum 1 hour for remove 1 items.

eBay simply did not design the cart to work the way you want it to work.
It would be nice if there were no limits to the number of items that could be stored in the cart or checked out, or to the length of time those items could be stored. And it would be nice if error messages revealed exactly what was going wrong at each step and explained precisely how to fix things rather than merely providing a generic message. Most people would agree that it would be great if the software was more robust and failed less often, and it would be fantastic if it failed gracefully when it absolutely had to.
The fact remains that if you keep one hundred items stored in your cart, you will not be able to use your cart for what it was designed for.
If you use your Watch List and other lists for to keep track of items over long periods of time, and keep your cart empty so that you can check out when you need to, ultimately you will spend less time bumping into the limitations of the cart and trying to shuffle items back and forth between your cart and your "Saved for later" list.
