Problem: So I ran into this issue on my account when returning from a long Hiatus. When Attempting
to sell, I got prompted to add bank Account, and change default from PayPal. After entering all the asked information and attempting to post an Item for sale, I ran into a message " we are unable to verify your identity...please contact us" I contacted eBay periodically for a week to unfortunately only get offered help on making a new account. I declined and decided to google my issue. didn't find any answers so I decided to start messing around with my account details and see if there was an alternate way to make sure all my selling info was set properly. long story short.
Possible Solution: I went to my payment options where you can see your Credit Card, Pay Pal etc. I deleted my PayPal, and refreshed the page. on the same page. click sellers account. link on the left side link panel. there should be an option to "make a sellers account" it prompted me to re-enter my bank info and then it worked.
Last thoughts: I'm assuming that having PayPal on your account may interfere with updating your account. maybe this solution was out there but if not. hope this helps someone. if any eBay Staff See this, add this to your trouble shoot. for any other customers having similar issues.
