Try another browser to rule out a browser issue.
Try starting from a different page to rule out a link issue. Try going to the user's feedback or profile page and use the "contact" link there. If prompted for an item number use a valid current item number or choose "not about an item" if the message regards an old, expired listing.
If you are trying to reply to a message from a member and you have member messages forwarded to your email address, try replying directly to the email, not using the blue reply button in the message body.
Try replying to messages on ebay.ca instead of ebay.com, or try using the eBay app to reply to messages.

Thanks for the helpful hints but none of them work. It is the same on 2 different browsers and the Ebay app. Also, buyers cannot send me a message and get the same error message. It has to be an Ebay problem.

I just sent you a message from your profile page to see if the message goes through. No error on my end as far as I can tell so far.
