Unable to report an item as "not received

I am not able to report “Unable to report an item as "not received”.

I already tried going to More Actions but does nothing.

Request help asap.

it does not create any ticket.

Your item may still be on its way

If you haven't received your item by Feb 11, go to your Purchases and find the item. Then select More actions beside the item and choose I didn't receive it to open a request.

Many weather events across the country during the last month. 

Does the tracking show item is still in transit?

If you purchased on the .com site you'll probably need to wait a few more min. It's still Feb 11th Pacific time (eBay home office) and you can't open a claim until after the EDD passes, meaning not until Feb 12.
