One or more sellers? Where you trying to pay for multiple items from multiple sellers at the same time?
If you were only trying to pay one seller, sounds like a pretty generic message ebay is sending you, haha. But still, it sounds like the seller you are referring to is having problems with opting into Managed Payments correctly. Ebay can be super picky with the process, and it seems your seller hasn’t worked out all the kinks to make ebay happy. They need to contact eBay managed payments department to see what else the seller needs to do for eBay to lift that “restriction” off their account and begin to accept payments again.
