Unable to file for Item Not REcieved for 2 days.. says system unaavailable.

System not available for item not rec'd. Seller already said he does not have the item will not issue refund. NOW I have to wait longer since Ebay is down????? This is not right

You may have to wait until after the last estimated delivery date to file.

Are you going through your Purchase History page, or through the Resolution Center link at the bottom of the page? Try the other link if you have not already done so.

If you purchased the item on a different site (such as ebay.ca), you need to go through the Resolution Center on the site you used to make the purchase.
