Again, the ebay site seems to be experiencing issues with the Markdown/Discount tool in the Seller Hub. Unable to edit saved draft for a discount promotion - buttons to select "edit" or "add" to sale are missing or non-functional.

I'm experiencing something similar in that now there's no ability to add different % discounts to the same sale event. Whereas before I could select 10%, 20%, 30%, etc., now it's only one level. I guess the temporary workaround is to create a unique sale event for each % discount you intend to offer, but that will definitely make the main discounts page a cluttered mess.

Unfortunately, the representatives have confirmed that this is the new format and that ebay has done away with the multi level discount - which is inconvenient for many reasons, including the one you've cited. It also doesn't make sense that they got rid of it since they recently implemented the "sort" function for the discount percentages while adding items (which, unlike the majority of their updates, was extremely helpful).
Hopefully enough users of the (discontinued) feature will contact ebay and express their dissatisfaction of ebay's poor choice of removing what had been an extremely helpful tool.

Thanks for sharing that info from the eBay reps. My take on the situation is this: I like to play an active role in running my store, which means new staggered sales every 1-2 weeks, rather than setting a sale to run with no changes for months on end.
This new version of promotions means a lot of extra work on the final page of the sale setup: you've got to write an internal title, set start and end dates, write a public-facing title, and select an image for EACH sale. If you offer 5% increments from say 10% to 50%, that process can get tiresome week after week.
As the cherry on top, the preview will say something like, "Save up to 25%," when in fact due to the new schematic it should read, "Save 25%," since they did away with the old ability to offer multiple levels of percentage discount per "sale event".
The only positive I can see is that when selecting the items for each sale, you know you're only checking the ones for that particular percentage discount. Less possibility for confusion, I suppose, but you've still got to keep yourself mentally organized either on paper, spreadsheet, etc.
