Let's say I have two business policies, A and B. I click 'revise' on any listing and let's say the listing is set to policy A but I need to switch it to policy B. I click the drop down menu and choose policy B then submit the revision. Then I click revise again to check if the update was applied only to find out it is still set to policy A.
Repeating the steps yields no results. It's bugged. This bug appeared out of nowhere sometime this week. Never had issues with this in the past.

I think there's a good chance your issue is caused by a recent change to First Class International shipping options.
See my post on this discussion @greatrate and revise your policies. After that see if you keep having the same problem.

I just successfully did what you could not.
The shipping on the listing is changed, the shipping shown on my store page has not yet changed.

Thanks, this was the issue. What's worse is I think this removed the USPS First Class International option from being visible to international buyers because I had one person message me asking why shipping was >$60 and I was confused about what they were talking about but I suspect they were only seeing the back up USPS Priority Mail option. Furthermore, this past week I've had zero international sales. What a blunder.

No, it did not remove the FC option @greatrate . I checked your listings before putting up my last post and was able to change my country and choose a FC International rate. Whatever your buyer was confused about was unrelated.
