Unable to access "send offers" page

Since last night I have been having issues accessing the "send offers"  page.  When I click on the button it just reloads the "manage active listings" page.  Also the button for the send offers page is in shadow mode.  And   yes, I have reloaded, cleared my cache and done all those traditional actions.

Try on a different browser. If it still doesn't work, it's an eBay problem, not a you or your PC problem.

I am having the same issue.  I get the red exclamation point that says "something went wrong.  Please try again."

Of course I have tried again...and again...and again...  SO FRUSTRATING!

I am also having trouble w/ shipping (started yesterday 7/20) as it seems like most people are.
