USPS flat-rate sometimes requires dimensions and weight in shipping labels

An ongoing bug: I don't have shipping labels in front of me because when this bug has occurred I've been undder the gun to get packages shipped, but as best I can recall here's the "process" of the bug:

 

USPS flat-rate options are "redded out" if weight and dimensions are zero, and to correct this I have to select a non-flate-rate option, enter the weight and dimensions, and then switch back to my desired flat rate option. This occurs with ALL USPS flat-rate options, even the regional-rate options.

 

Also, unrelated: Another bug I've been reporting for way-too-long is that the regional-rate options display the same 70-pound weight limit as the national flat-rate options. This is INCORRECT: Maximum weight for the "A" boxes is 15 pounds, and maximum weight for the "B" boxes is 20 pounds.
