USPS Discounted Shipping Prices Not Showing Up For Customer

I had an offer come through and they were concerned about the shipping. When I looked, it did seem high so I tried it on PirateShip and USPS's site. They both came within a few cents of each other and over 40% lower than what the customer can see on their side. 

I checked a few others and all the USPS Ground prices are significantly higher than the USPS Click-n-Ship. 

The "pass shipping discount onto customer" setting is still active and I am also still Top Rated so I don't think there are any handicaps on my account. 

Any ideas on what is going on here?

Settings for it can be found there. You can change it from 'Standard rates without discount' to one of the other two options.

Edit: I am the best at reading.

Do you use business policies? Super high handling charge set by accident maybe?

If this is impacting only a single listing, check to make sure you don't have 'irregular package' selected.

If this is impacting all listings, go back in to the carrier discounts setting and expand it fully to see if it's checked for all 3 carriers.
