Two packages in a row fail to get delivered after several attempts.

Two packages from different sellers in a row fail to get delivered after several attempts ("out for delivery"). This is a medium sized university campus and we get several hundred deliveries daily. Most probably they fail on Saturdays but any driver should know that universities are closed for deliveries on the weekend.

-why doesn't the driver contact me?

-how can I contact him?

Obviously the seller is not to blame but would under your "Shipping Performance Policy".

If you are having issues getting your purchases delivered then perhaps you need somewhere else to ship your items where delivery wouldn’t be hindered by school closings. Delivery services like USPS, UPS and FedEx all have delivery schedules they adhere to. And will attempt delivery at a location even if that location is closed. 
The seller is not to blame, buyers are responsible for having a safe location for their items to be delivered. If the delivery person is unable to make the delivery it will be returned sender.

You should be able to contact the delivery service, USPS, UPS, FedEx etc via phone.

Your message implies that you need to contact an individual.  You don't.
