Could you give us a little more information?  What, exactly is the scam you refer to?  What happened?  Who are you appealing to?  I'd like to understand better. and know if there is something the rest of us should be looking for.   Best of luck with this to you.

Most likely the original poster has placed an order and not received anything.

 

The "false tracking" generally refers to a situation where the seller provided a tracking number from another tracked package sent to a nearby address that appears to have been delivered.

 

Typically, if the buyer files an Item Not Received, the case will be decided in favor of the seller as the tracking appears to show delivery. The buyer must appeal the decision and provide documentation that shows that the tracking was not for the buyer's address. Some shipping services are reluctant to provide such documentation for privacy reasons, and since eBay is neither shipper nor receiver, eBay cannot easily see details of the tracking.

 

Depending on how blatant the false tracking details are, the OP may be able to contact eBay via Facebook or Twitter for assistance. I have seen posts from users showing screenshots where it looks like eBay has intervened on the buyer's behalf once it was pointed out that the tracking indicated shipment prior to the order being placed, or the shipping weight was off by an order of magnitude.
