That TIDE error seems to be primarily associated with the iOS eBay app, as far as I can tell.
If you are using a browser and getting that error when following an item link, try holding down the link to see if it is trying to open in the app instead of the browser. You can change your default so that links should open in the browser instead of the app going forward.

From that first link I posted, it appears that you will need to upgrade to iOS 10 to be able to use the eBay app on your device.
If you do not want to use the eBay app, hold down an eBay item link in your browser until you see the choices "always open in the app" "ask every time" or "never open in the app" or similarly worded options, and choose the "never" option. Then your eBay item links should open in your browser, and you should not see that TIDE error.

I do not have any Apple products, so I have no direct experience with iOS upgrades.
I see you are registered in the UK. Currently you are signed in to the US site. To get to the UK site, use Safari to go here:
An item link is just any eBay link that leads to an item listing. Whatever link you were tapping to get to the TIDE error, instead of tapping that link, try tapping and holding down that link and you should see those options I described or "open in Safari" or something similar, based on what I have read on other discussion boards, such as this:

The TIDE error is likely from using an older version of the app, since the latest version of the app will not work with iOS 9 at all.
As long as you use Safari and the links are not opening in the app, you should not encounter that error, I think.

I am not entirely sure what you mean by needing to refresh the screen -- do you mean that when looking at an auction, the countdown does not actually count during the last few hours of the auction? Not sure what might cause that.
It might be worth checking to make sure you have the most recent version of Safari for your device, or try using another browser such as Firefox or Chrome to see if that works any better for you.
