Having the same problem.  I have tried to send two messages and eBay states:  "The service is temporarily unavailable.  Please try again in a few minutes."  It has been more than a few minutes.

It takes 5 minutes or so to reconcile through the ebay messages. It is not instant.

It's because Ebay is a very poorly coded site, even though it has been around for a decade. Threadbare architecture. If Amazon would only open a competitive service.
