The seller made mistake two times, but I can only open one request

First the seller send me  wrong item, so I opened a request. Later the seller send me the right one, so I closed the request before knowing that the item didn't come. I can not open a request for the second time of the same item which I do not receive it

You’d have to contact eBay directly to see if you can appeal. You should never close a dispute before you’re sure it’s resolved since they can’t be reopened.
