Having several problems the last 24 hours. First, spendable funds is not available. If I try and pay using my funds, it says that funds are unavailable and that I must pay with another option. Second, I have tried making offers on a few items and when I submit the offer, I get an error message stating that the “selected quantity exceeds available quantity.” I cannot even edit quantity on these listings, so I am not sure what that means. Last, I have sold a couple items and at least one of them, the buyer is having trouble making payment. Anyone know what is going on with the platform?

Are you on managed payments?
If so funds are not used for purchasing other then shipping through eBay's shipping system:
Unless you are a test subject using the wallet that may be, being tried...
Purchaser having problems paying may be due to were they are:
also may be their payment system is blocking them as well.
On the offers I do not know what to tell you: hoping other can.

This started for me two days ago. Spendable funds are grayed out even tho it’s says I have them. No problems in months. Customer support just said the will escalate it. But I doubt they did

There appears to be a lot of Technical Issues, and the eBay Community Team is aware of many and have mentioned them in a long list. I just ran into one today with the Place Bid countdown clock stopping after 5-6 seconds. This is a major issue, which needs immediate attention, along with many of the technical issues I've seen reported.
