I am writing to express my concern and experience about the Evaluation Result of Shipping Performance Policy – Item Not Received Rate.
As a seller, I would like to submit my point of view and concern here because we face unknown difficulties during shipment transit time especially in desperate times such as conflict/wars or disaster or global events like Christmas/ Eids / Dewali etc because of huge transition/shipping movement around the world. Extreme weather, Customs quarantine period, remote area delivery and No Authorized Recipient Available are some of the foremost problems that affect Shipping performance and many other unforeseen operational issues.
Admittedly parcels/packages get delayed or lost or broken or even sometimes get stolen if valuable during transit, but as a seller, we promise money back guarantee on eBay which is a valuable and unique feature of eBay.
Also from a seller's point of view, the Evaluation Result of the Shipping Performance Policy – Item Not Received Rate program will help sellers improve their performance and enhance their selling ability for a smooth transition. But as per my understanding, this evaluation is conducted through AI (Artificial Intelligence) which always has flaws due to lack of ongoing circumstances and information.
Therefore I suggest eBay Evaluate the Result of the Shipping Performance Policy – The Item Not Received Rate should be based on every three months results of Cases closed without seller resolution- positive Feedback- and other overall Performance of the seller.
I will also suggest eBay appoint a local/country representative who can look into on-ground genuine problems and resolve issues of seller and buyer and report suggestions and false claims etc.
I hope eBay will consider my suggestions for the betterment of the eBay community.

Ebay makes specific allowances for delayed delivery for certain events which disrupt delivery and announces them and takes action to protect sellers.
Sellers need to make decisions as to what carrier they choose to ship to minimize delays and INRs.

💯% agreed with 4cgem_13 concerned. This the same issue we face from new INR ebay policy. Ebay need to view the third world countryside which is so far away from other develop county. As a seller if I sell the item in USA for example. They should takes almost 25 to 30 days to delivered in destination addresses and buyer's also want a free shipping or low prices for shipping so we do economy international shipping through by Postal services. Therefore difficulties during shipment transit time especially in desperate times . If we do expedite shipping like DHL, UPS, FedEx service then buyer not ready for shipping cost because of highly shipping cost . Therefore suggestions to eBay plz re visit to developing countries INR policy. Also need to buyer to understand the ground reality of developing countries. This is not possible to give 5 or 7 days shipping in low shipping cost .
