Every time I try to finalize a sell listing, I'm met with a "Verify your Identity" screen which endlessly loads, the continue button is covered by a loading circle and I'm unable to click anything as the page loads forever. I've been unable to list anything for sale for the past few days. I've tried multiple different browsers, deleted my cache, deleted my cookies, unlinked and relinked my paypal account. I made a new ebay account and was able to post sell listings on there without an issue, but my 4 year old account is constantly stopped by this "verify your identity" bug.

If you are able to list with one account but not another, something about the first account must be different or requiring a different verification process. I do not see any listings on your current account which was created today, so I cannot check to see any particulars. Anything odd about your location or network? Did you change countries or country settings, or use a VPN?
General suggestions when dealing with verification issues:
Disabling ad blockers, pop-up blockers, script blockers or other privacy tools on the sign-in or verification page can help; many of those have settings that can interfere with verification. You may be able to turn them back on once you have signed in and updated your eBay cookies.
If you are using Firefox, try disabling Enhanced Tracking Protection on eBay using the shield icon to the left of the page address.
If you are able to sign in and go through verification using a private or incognito browser window, that might indicate a problem with a corrupt or blocked cookie. Try erasing just your eBay cookies manually in that case.
If you are routinely clearing all your cookies, you will likely have to go through verification again each time you sign in.
Or try a different browser -- preferably the latest version of a popular browser that you do not normally use and one that has no add-ons or extensions installed.
Or try a different device altogether; it may be that you can complete verification using a mobile browser or the eBay app.

Otherwise it might be useful to contact eBay and see what verification is needed and if there is an alternate path to completing it.

I had a similar issue as OP. It was something wrong with my account at the time, the support staff "Reset" my account and I was able to post as usual within a few minutes.

Verifying when I click on Buy It. Verifying when Confirm and Pay comes up. Correctly verifying twice only to ask me again. I 'x'd' out of the transaction. **bleep**?

Repeated sign-in and Captcha requests might be a sign of a browser problem or a network issue.
Try another browser as a test to rule out a browser issue. Preferably the latest version of a popular browser with default settings and no add-ons. If that works, try clearing your browser cache, manually deleting eBay cookies in your original browser. If problems persist in the original browser, try disabling add-ons and re-enabling them one by one. See if there is a browser update available.
If using a new browser does not help, then to rule out network issues: try disabling your VPN, security or privacy software to see if that affects the issue. Hotspots can also cause issues, as can blocking cookies or blocking third-party cookies, or using tracking protection.
It is also possible that eBay has detected something odd about recent sign-ins to your account, such as a sign-in from a remote location or another country, and that is triggering increased security for your account.
