I was stuck in a loop on Ebay sending me back to captcha and not allowing me to sign in to my account. I cleared the cache, and cookies , and browsing, but I was still on a loop. A message popped up saying I needed to allow cookies on Ebay. Once I did, I was able to log on. I hope this helps anyone who has gone down the rabbit hole with sign on.
