When I scroll down to delete an item(s) from my shopping cart, the page jumps back to the top. It needs to stay where I deleted an item so I may continue. Scrolling for me requires dexterity that is difficult. This is not handicap friendly.
If possible, try deleting items from your cart using the eBay app. You may find this easier in some situations. You can swipe left to delete an item or swipe right to save for later.
