The cart icon in the upper right says I have 1 item in my shopping cart. When I click on the cart icon, the url changes to "https://cart.ebay.com/" and a message says "You don't have any items in your cart".

Ignore the icon for a bit "like a day" or two and see if it goes away.
The fun of the eBay software:
You might log out and clear browser and see if that might clear it up.. Wait a day or two first...

Sometimes adding a low-cost fixed price item to the cart, going to the cart and then removing the item helps to reset a counter somewhere.
