I dealt with it yesterday and then again this morning. You can get a label but each page took 10 minutes to access. When it started again this morning, I called ebay. Per usual, the answer was that no one else is complaining and there's nothing wrong. And the answer to everything- "Have you tried a different browser?" 15 minutes after my call, it suddenly is fixed. Pages are loading at the usual speed and I got 2 days of shipping done in no time.
But, I know the shipping I couldn't do yesterday will be held against me. Even though it was the website and not me.

A couple of work arounds are to print the label straight from the paypal transaction.
Be sure to add the tracking # to the sold item on ebay as it doesn't always upload like it should
The other way is not as easy but works in a pinch if you are desperate and want the paypal shipping discount vs paying postage at the post office.
Also I have found that when labels act up Chrome or Windows 10 Edge work best.

I printed four labels yesterday without a hitch.
Consider the basics-virus scan, malware scan, different browser......

Using Windows 10 edge & printed a bunch of labels this morning without a problem
Wonder if it is a browser based issue.

It seems to be happenening today with Google. I printed labels by downloading to PDF file from Google. Have not tried another engine, Going to check with the next shipment.

Just tried to print label from Google and Firefox and cannot get it to go through. Have not tried internet explorer yet, probably does not work there as well and is an Ebay techincal problem.

Tonight on international shipping the "continue" button is not clickable on Chrome and Firefox. I don't think it's likely network traffic, but more likely an ebay glitsch. I shipped several domestic items immediately prior, but the international will not go. Windows 10.

Been trying for 2 days to print a label - tried 3 different computers and two browsers. Printed two labels yesterday (one with difficulty) then stopped working altogether. Going to have to go direct to the Post Office and pay extra! (I really dislike the new seller hub by the way)

What my problem turned out to be was a bad address, in particular that the state "Victoria" in Austalia was input by buyer as "Vic" Made the change and all went well.
